Adapt the admin layout to a 800x600px display

Description

Not all screen have 1024 display width, far of this. Pda, netbooks, and so on may have 800x600px width or less.
More, an user may decided to set the browser window width to less than 1024px.

The last release of Wordpress has a bad layout of the administration page or in the post edit page in 800x600px. Even, if the user moves the buttons on the right part of the window, a rectangular zone under the Publish button, is inaccessible making the article edition will be difficult. It is a regression against earlier release.

The admin works well on screens with 600x800 resolution. Move all modules under the editor and "fold" the menu. You'll have effective width of about 700px for the editor/center column.

If unsure about how to move modules, see the help (top/right) on the screen.
