Drop the use wysiwyg editor option

Description

This option is bloat. If I browse away from a page with TinyMCE on, I'd expect it to be on the next time I visit the page. And if vice versa when it's off when I leave. As is currently done now.

The option is no longer needed and should be dropped.

The option disables loading of TinyMCE. Those who never want to use TinyMCE don't get the overhead of loading it.
