The colour scheme option might be limited in that it would only apply to two pages, but I don't really see the point in removing it. Given the lack of movement, closing as worksforme just now. Re-open with clarification of the reasoning if you like...

The admin color scheme option should be available to anyone who has the personal option to change it, including subscribers. Removing it serves no purpose and hurts consistency. I would have closed as wontfix rather than worksforme, but I agree that this isn't something we want to do. If someone wants to remove the color choices for subscribers, plugin territory.
