Update Plugin Browser table to 2.7 style columns

Description

Unlike every other page in WordPress, The plugin browser still uses the Actions column layout rather than the mouse-over actions.

Attached patch updates it, However also includes the changes to #9576 due to closeness of the code.

I've also removed the Rating column, and instead, displaying it underneath the title, As well as removing the Version column and integrating it with the plugin name.

The patch also removes some no longer used CSS (as long as the description has strip_tags() in it)

Jane is going to do some testing on the different plugin row styles. Let's wait for that.

Wish planned things like that were published somewhere... :) (If only just a Task under trac with things that people are planning on looking at)

The new style is a bit more settled. I'd suggest moving the rating into the meta info below the description.
