Like posts and pages Media can have comments, but there is no control over whether a particular media item can have it's commenting enabled or disabled in the same fashion as posts or pages.

Attachments don't always have parents.

near-dup. there are a few tickets around that discuss inheriting the parent's comments (and their prefs) instead.

What if a media does not have a parent?

that would be the reason I didn't close it on the spot. I'd suggest comments = closed if no parents, myself, but there are a few bugs in the media manager, related to images getting several parents (or no parents, when uploaded from quickedit).
