support blogs with more than one language

Description
Language should be defined and managed per-post. User should have a way to indicate general language for the blog, and then override it for certain posts, or simply specify language for each post.
WP should then adapt date format, headings, etc. to the language of the post. Filtering posts in one language should also be possible (e.g. http://example.com/blog/fr/ would show only fr posts, or http://example.com/blog/some_category/fr/ would show only fr posts for this category.)
To push it further, if the blog is multilingual, category names and other non-post context (archive links, etc) could be defined in the various languages (e.g. my en category "Blogosphere" would be called "Blogosphère" in fr). This would of course be published in the "correct language" for each post, but in addition to that, the visitor would be able to choose his "main" language -- so that navigation elements, etc would use that one when available.
