Standardise between 'Undo' and 'Undo?'

Description

In some places in the UI we have ended up with links reading "Undo", whilst in others the links read "Undo". We need to decide which is best and standardise the links throughout WP.

Myself, I'd go for 'Undo', with no punctuation. It isn't really a question; it's just an action link.
'Undo' is also currently the most common.
