Allow plugins to open contextual help on page load. Pretty sure this came up in the context of alternatives to #11008. Came up again in a #wordpress-dev chat from today.

Will patch up. Probably would just be a filter that would toggle the HTML classes that then need to be displayed which control its visibility. Any traction?

you can already do this by placing some js in that admin page's footer.
