In the twentyTen template you can upload an image or select from the default.

What I think will be a good idea is that uploaded images are added to the image collection so you can store a set of images for later use.
If were to add in little bit of image mangament to allow deleting etc.

Also please make the radio button selected if you click the image

Another excellent idea would be to simply implement a routine to grab a header image from the media library, as the uploaded images are already saved there.
