The menu's + tab should be to the right of the menu navigator

Description

If you create enough menus to occupy the full width of the screen and beyond, you end up with navigator tools that allow to scroll left/right in order to navigate the menus you've created.

The last menu item is the + tab is the last available item. Would it not make more sense for it to always be visible?

I can see the utility here, though having a tab outside the navigator might look somewhat strange. If we adopt this, maybe use an "Add New" secondary button instead?

This should do what you want.

Also: I believe there was a bug...

  1. Make lots of menus
  2. Resize small
  3. Scroll right lots
  4. Maximize

The bug is that the arrows disappear (good) but the menu remained scrolled and therefore half visible even when maximized. Fixed that.
