Link manager doesn't scale; needs paging

Description

On a site with a lot of links -- over 1200, in this case -- the link manager becomes unusable. You can't use bulk actions because the HTTP request is too large. The link manager should be paged, just like the edit posts/pages screens.

[No Trac component for the link manager? Argh.]

I just missed that one as well, even that are only some 20 links, it's a pain in UX that it's not streamlined with the other areas that offer paging.

So my issue is mostly paging.

I hesitated to add pagination and quickedit to the link manager because I'm hoping links will be transformed into a custom post type soon.

The Link Category screen has already been migrated to edit-tags.php.
