Size of the post box does not work

Description

Writing Settings - Size of the post box (latest trunk, IE8).

Setting number 10, then I can see only 5 rows in Post editor (Create Post admin page). Setting 12, there are 6 rows. Setting 20, then there are 11 rows.

In Firefox it is different, that means setting number 10 then I can see only 7 rows in Post editor (in IE8 only 5).

Switching from twentyten to default there are small changes, but never get 10 rows in editor when setting 10 rows.

Maybe somehow connected with http://core.trac.wordpress.org/ticket/13464

Are you using the "HTML" view or the TinyMCE editor (Visual view)?

Are you using the TwentyTen theme, or another? (if twentyten, try another theme?)

TinyMCE. In HTML there are always 10 rows (independent on field Size of the post box for me).

Using TwentyTen, but also tried switching to default (Kubrick). There were small changes, but never get 10 rows in TinyMCE editor when setting 10 rows.

This setting only applies to the HTML editor and is for people who disable the visual editor. TinyMCE can be resized by dragging the lower right corner and will "remember" the height and apply it to the HTML editor on switching.
