Plugin Update Notifications Not Working As Intended

Description

Environment: WP 3.0.1, multisite enabled, with 2 sites. Site 1 is my primary site, with 35 of 55 plugins active). Site 2 is merely a barebones install for Theme testing, with 3 of 55 plugins active. 1 plugin is network-active.

On primary site (ID1) plugin update notifications do not appear at all, either on the Installed Plugins list, or on the Dashboard -> Updates page. On the secondary site (ID2) plugin update notifications do appear in both locations.

Anecdotally, I cannot find any correlation between activation status (active, network active, inactive) and appearance of plugin update notification. If I recall correctly, when I last mass-updated plugins from the secondary site, it was a mixture of active and inactive plugins.

Since I only observed this behavior after enabling and setting up multisite, I am unsure of the issue is related to 3.0(.1) in general, or multisite in particular.

Please let me know how I can further troubleshoot or investigate, and I'll be happy to report back any additional information requested.

Plugin update notifications were removed from the site admin in 3.1. There are only shown in the network admin.
