Theme menu locations don't appear until a menu is created

Description

Nacin told me this was by design, but he said to create a ticket after I asked him this: How can a user know what menu to create or whether to create a menu if they don't know the locations that the theme supports?

Suggested fix: Display theme menu locations even if no menus exist. Potentially with a message that says something like "Please create a menu to be displayed in one of these locations."

When we refreshed the menus UI in #23607, this was adjusted so the "Manage Locations" tab is available even if no menus have been created. The only time the tab is unavailable is when there are no registered menu locations for the theme.
