Update button should only be primary for updates

Description

... and not for reinstalls. "Update Now" is the primary action of the page. A button like "Reinstall Now" should not be blue.

Only show the primary button style for 'Update Now', not 'Re-install Now', on update-core.php. props tfnab, fixes #18115.
