Description

  1. There are a couple of places in the admin area with inconsistent buttons sizes.
  2. The install screen action buttons should be primary buttons.

22385-upgrade.patch​ adds primary buttons to the Database Upgrade screen.

I think the install/upgrade screens can get away with standard gray buttons. They've always used them, and since the form itself is plain/simple/white, there isn't a lot of need for an attention-grabbing blue button.
