Publish actions not readily available after scrolling when editing a post

Description
When editing a post in 2-column mode, the user is forced to scroll to the top of the screen. As publishing is always the final action while editing a post, the user should have the metabox available regardless of the user's scrolling.

This idea has crossed my mind in the past. The complication is that the Publish box is usually at the top of its column (how might it behave as you scroll down?), and of course it can be moved into different positions by users. It'd be interesting to see if anyone has ideas on how this could work in practice.

The only part of the interface that is consistently available after a scroll is the admin bar but this feels extremely disconnected for the publish button.
I agree that it would be nice to address this in future. It often feels like the publish button should be with you at the bottom of this screen but due to the nature and flexibility of meta boxes its going to be difficult to achieve.
