Description
It would be very interesting if, for the next theme (Twenty Fourteen), all the development process (desing, early decisions, etc.) will take place on trac (or github, for example).
It will be a way for designer/developers to interact and, above all, a great learning tool.

Generally speaking, this is how all themes since Twenty Ten have been managed. Design-by-committee is not a very good way to manage the very early stages of this process, so we do try to let one or more designers set the tone of the theme, and even design it (if we decide to not adopt an existing theme). But now that Twenty Fourteen has been committed to trunk, it's ready for contributions of all shapes and sizes.

Maybe it make sense that we allow designers apply for the next default theme. Currently it's invite base it seems and would be awesome if we can open it up a bit. Totally understand that design process in the beginning is close.
With Twenty Fourteen we committed the raw base theme with updated slugs. Does this satisfy the purpose of this ticket?
