screen options in post editing should always show a checkbox for comments and versions

Description

  1. Start a new post
  2. click the screen options button
  3. can't toggle the display of comments or versions for the edit screen as they are not displayed as part of the options

The way I understand it the sceer option are associated with a user and not a port, but the current implementation forces the user to "hunt" for an appropriate post in order to be able to change the setting.

In addition, comments is off by default which makes it harder to discover the functionality.

I don't see why it is a good experience to show someone something that does nothing. I am also not sure under what circumstances a user will say "I know, I should enable this meta box I have never seen before" and then go to an Edit Post screen to do so.

@nacin, because those are user preferences options which are not related to whether a post has comments or not.I can agree with it being a minor issue, but IMO it is a bug.

The reason the user will want to enable the said box is because in all the tutorial he read and all the screenshot he has seen the said box appears. I don't think it is documented anyywhere that the functionality is not available on new posts.

Guess experienced users will actually fall for that more then unexperienced ones. They know from previous sites that the option should be there and suddenly on a new site there isn't.
