No-JS for Quick Draft

Description

Previously, QuickPress did not show at all without JS on. Quick Draft shows, because you can see drafts, but right now the text entry field is pretty broken with JS off. We should either make it work (save it and go back to the Dashboard?) or hide the text entry portion.

I'd be okay with hiding it for no-js, considering that it's not essential.
