Put progress bar download monitoring in plugins and themes

Description

When i download plugins or themes from wordpress repository, inside my wordpress website, it doesn't show any progress bar how many bytes download. some times my download stalled.

Simple progress bar to tell (how many bytes download/Total bytes)

Unfortunately this isn't possible due to the way that PHP works. We could fake a progress bar, but that would be a different ticket and really wouldn't be of value.
