"Notify me via e-mail whenever someone leaves a comment" should be per-user setting

Brian Layman brought this up to me:

The setting refers to "me," but only Admins can access that screen. And really, it should be a per-user setting, as some authors may not want comment notifications, and some may want to use a feed reader to get them, not e-mail.
