improve how date format / time format and time format are entered

could it be possible to show the date format and time format in a more user-friendly way?

for instance, we could have a drop down with the most commonly used formats for each, i.e.:

[January 1st, 2008]
[Jan 1st, 2008]

or, if this isn't flexible enough, we could have some kind of text field where the user enters his preferred date format, that we match the stuff inside, i.e.:

Enter January 2nd 2003 the way you'd like to see it formatted:

[01/02/03________]

(then we regexp match 1|01|Jan|January (localized), 1|01, and 3|03|2003)
