Description

When shared user tables are used, changing the colors for one blog should not change it for all.

Personally, I think admin colours should be moved to a plugin, keeping just one standard colour-scheme in core and hiding the select box unless a plugin has added others.

I'm not feeling this. I understand for shared user tables, but the common use case these days is multisite instead. This would be super annoying and also huge usermeta bloat.

On the other hand, if it is desired (such as to differentiate between sites), this is easy to do in a plugin.
