RTL stylesheet for the Rosetta theme on locale sites

Description

The current Rosetta theme used on locale sites (locale.wordpress.org) doesn't support RTL. I'm attaching an extra style sheet to switch the theme to RTL, this can be automatically loaded for all RTL locale sites. I tested it on FX2/3 and IE6/7.

(I didn't know if the proper Component would be WordPress.org or i18n, so I set it to i18n. If you think it should be in WordPress.org please switch it)
