Description
When there is only 1 theme folder, such as *just* "classic" or *just* "default," nothing shows up under wp-admin/themes.php.
It shows you this,
All of this theme’s files are located in .
And does not let you select a theme.
Add another theme to the folder /themes/, and they both show up.

If there is one theme though, it should show that one theme, despite not having any other options.
it should show the "current theme" and theme location still, despite being the only one available
Agreed. So, showing Actual theme without Available themes.

closing this, actually. there theme's folder and details are all listed under the current theme, so it really makes no sense to show any of the available themes.

I think we can give better user experience here.
We shouldn't really list the active theme in the available ones.

I don't think it is a bug.
If there's nothing more to show, it's not an error not showing anything.
If there's nothing more to select, it's not an error not having themes to select.
