Administration: Replace Dashicons in admin bar and sidebar with wp-icons.

Replace the usage of Dashicons in admin bar and sidebar with @wordpress/icons via the newly-introduced wp_get_icon() function, which outputs an inline SVG to be rendered.

Developed in ​https://github.com/WordPress/wordpress-develop/pull/12270.
