Reorganizing Widget Areas

Description

The widget-area boxes should be draggable as a whole. Meaning the user should be able to drag and drop the area boxes up and down as a way to rearrange the areas.

Sometimes I want to move the entire area's contents to a different area, and the best way would just be to drag the box to a different position in the vertical order.

This is the general idea, long-term, for managing widgets. Much like menus, you'd create widget "groups" that you could assign to a sidebar location, move the entire group to a new sidebar location, or disable or enable each group as needed.

The key is not to have any "inactive" widgets any more, just widget groups that are either assigned to a sidebar location, or not assigned.

Widget areas don't necessarily map to the way they're visually presented on the screen, especially now that they can take up multiple columns. Dragging them to change the placement of the sidebar itself doesn't seem viable.
