This appears to be an old or esoteric item to address. Given that tickets for wordpress.org have moved to ​http://meta.trac.wordpress.org perhaps it makes sense to close this and re-open or contribute to a new or existing tickets over there?

Appears to be fixed. I can no longer reproduce the encoding issue shown in 21542.png​.

Turned out Scott ​fixed this a week after the initial report, I just never saw the comment.
