It seems like it reports the popular tags plugin authors use. Right now the popular tags I get are "admin","post","widget", "Ajax","plugin","posts"... even "wordpress" is there.
I don't know if wordpress.org should simply automatically remove this type of tags, but how plugin authors tag their plugins is the least interesting information to the user. The user probably want to install a plugin which was installed by other people so tag popularity here should be by amount of downloads per tag. There are two SEO plugins in the most popular, but fro the tag cloud you might think that wordpress users are not interested in SEO

@ocean90, you address only the problem and not the suggested solution ;). I think tag cloud based on actual downloads will be an improvement over what is displayed now whether or not there is an even better method for users to find what he looks for.

I agree, wordpress as a tag is useless, same as plugins which include WordPress in plugin name *sigh*.
Otherwise I don't think the tag is completely useless. The tags are based on the plugins count, you can see the count on mouse over.
To see user's popular plugins there is the Popular tab.
