Twenty Thirteen Theme.
On the menu bar, any top menus which have submenus do not work.

Working as expected for me with betsybethandbeer.com and iPad Mini and Mobile Safari in both portrait and landscape mode.

Try going to betsybethandbeer.com on an ipad, and click the top menu "The Book" - it doesn't do anything. Neither does the submenu page "1-Cat Can Do".
