Translation of Tag delimiter

When translate tag delimiter from dot to comma, tags are not working on non-english versions.

After set as tag delimiter as comma ",", on admin and creating -updating posts cannot add tags, ajax is not working

When translate tag delimiter from dot to comma, tags are not working on non-english versions.

It's a comma by default in English and quite a few other locales, including cs_CZ, de_DE, he_IL, pt_BR, and ru_RU.

I cannot reproduce any issues with comma as a delimiter on a non-English version. Does the issue still happen with all plugins disabled and a default theme (Twenty Fifteen or Twenty Fourteen) activated?
