Updated message on install.php, Username can't be change directly after installation

Description

On install.php page, Text is wrong, Usernames cannot be changed.

While usernames indeed cannot be changed via UI, one can always create a new user, reassign content, and delete the old user.

So the wording could probably be improved to avoid confusion, but I don't see a direct contradiction here.
