Description
We would like to request a feature to ask/show users a message (for plugins specifically) suggesting to get help before leaving a 3 star or below review. It could be there when page loads or appear when they click the 3 star or below. Etsy.com does this to help persuade users to ask for help. In their case it helps there shops not get bad reviews when shipping is taking to long (not a shops fault) or with issues.
It seems as though the wordpress.org admins get tired of us requesting help on this. This would be a simple solution to a most plugin developers experience at some point in time.
As plugin developers on .org We work hard to give good support and keep our plugin reputations' strong. This minute change to the Repository may help have a dramatic effect on how accurate the reviews for plugins are.
Thanks,
Justin & Spencer Labadie

You need to post this at https://meta.trac.wordpress.org/
The meta trac is the one to go to for all wordpress.org site requests/issues :)
But more importantly, this seems to focus only on bad reviews.
If the focus is only on that, then it will less likely be accepted
Make your request apply to all reviews instead.
Talking about the "Have a problem? Try contacting the shop first."
