Help/more info link for excerpt in admin panel is linking to the site itself

Description

This happened Wordpress 4.5 TR edition. I don't know the other edition.

while in ​http://sitename.com/wp-admin/

help link for excerpt takes to ​http://sitename.com/wp-admin/“https://codex.wordpress.org/Excerpt”

while it should take to “​https://codex.wordpress.org/Excerpt”

The translation of the string was incorrect, It had curly quotes in the href="%s" translations.

I've submitted a fix for the string:
​https://translate.wordpress.org/projects/wp/dev/admin/tr/default?filters[status]=either&filters[original_id]=2460601&sort[by]=translation_date_added&sort[how]=asc

Marking this as invalid as it's a Translation bug, and not a WordPress core issue.
It'll be fixed in the next translation update for tr_TR.
