Feeds do not include language information

Description
Many feed directories, such as syndic8.com, use the language features of RSS and Atom to aid in searching. These attributes are not present in WordPress' feeds.
For RSS, the tag is in the form (using square brackets instead of angular) [language]enlanguage and is a child of the [feed] element. For Atom, you simply apply the xml:lang="en" attribute to the [feed] element.

There is an active discussion going on about WordPress and the lack of it's support for language setting at syndic8.com newsgroup. As a one of the feed reviewers, I really agree that it is very annoying that the language settings are missing from the feeds, I really would have liked it to be fixed in 1.2.2. So many feeds can not be approved just because of the missing language setting. What a pity.
