Implement an admin pointer for the per-user language setting

Description

The new per-user language setting (#29783) is a prime candidate for an admin pointer. This pointer should point to the user menu in the admin toolbar, and it should appear when at least one other language has been installed on the site.

The message could be something along the lines of:

You can now use the WordPress admin area in any language that's installed on the site. Choose your language from your profile page.

Need a second opinion on whether #38664 effectively blocks this from being as useful as it could be.

We haven't done admin pointers in ages. I'm not sure that there's a reason to change that.
