Menu can`t delete from the customizer

Description
When we try to delete menu from the customizer, then it will not be deleted. I have created a small video for this issue please watch carefully.

@swapnild thank you, this was reported and fixed in #39103 and will be part of 4.7.1. If you can confirm it is fixed in
trunkright now that would be helpful.
