Theme and plugin editing experience improvements at smaller screens

It was running some tests and noticed how bad the editing experience is when there is a smaller screen. An example is:

Noting I am going to be working on some ideas for how this can be made a little better in 4.9, after chatting with @melchoyce in Slack #design.

Hey I just made some simple css changes ( 41309.inlineul.diff ) to try and use less vertical space ( that's 1 thought ).

The other thought I had was to add an extra DropDown menu that will be shown only when the viewport changes so instead of a <ul> you just have an extra simple drop down menu above your editor similar to the Theme Selector.

If that sounds like a good idea I can make a .diff for that as well as a test if you like.

pinging @karmatosed ^_ for a fresh look since there are changes to the Editor in general maybe we can get this going as well on 4.9 ?

Woopsie! I cleared my cldup a bit and forgot about these :D. Sure thing @karmatosed I'll re-apply the patches, refresh them if needed and re-upload new screenshots :) .
