New page template files aren't being recognized

Description
Ran into an issue when creating a new page template file. After creating the page template in the theme directory, it wasn't being recognized in the admin page attributes.
I can only get the page template to appear after going into the wp_options table and deleting the "_transient_files_xxxxxxx" transient.
4.8.3 was handling new page templates as expected. This started after updating to 4.9.

+1... I am having the same exact problem, ever since updating to WordPress 4.9... Big problem - please fix!
