New page template files aren't being recognized

Description

Ran into an issue when creating a new page template file. After creating the page template in the theme directory, it wasn't being recognized in the admin page attributes.

I can only get the page template to appear after going into the wp_options table and deleting the "_transient_files_xxxxxxx" transient.

4.8.3 was handling new page templates as expected. This started after updating to 4.9.

The same.
I've updated a dev website then wanted to add a custom template but it doesn't appear in the admin page attributes.
