Description
It's not uncommon for large companies and their subsidiaries to host their privacy policy at a central URL. This can also be the case on Multisite installations, where the privacy policy exists on the main site only.
In this case, it's not possible to specify an external URL as the privacy policy page.

It is possible via the privacy_policy_url
filter; that's actually the primary use case for why it was added. There isn't a UI for that, though.
I'm leaning towards thinking this is plugin territory as well; what % of users are going to want to do that? And of that %, how many aren't already comfortable with using filters?

I'm a +1 for this, our government client has multiple tribunal sites but their Privacy Policy is on their main organization site. They also want to be able to have full control of their content without requiring a dev for changes to URLs such as this policy.
Plugin territory, like "Page Links To"https://nb.wordpress.org/plugins/page-links-to/?
