Description
I've tried multiple fresh installs with the default theme and no plugins activated, I've tested it and upon enabling a multisite the admin bar disappears, I have looked in network settings and can find no option that hides it so I figure it's a bug.

@elxafil The problem may have been fixed in the past few years. I tried a fresh install of WordPress 5.7 and saw the toolbar on the front end both before and after activating multisite.
