Introduce Setting up Off-Site Backup and SMTP while Installation and General Settings

Hi,

1. I think WordPress should have inbuilt feature for off-site backup. As it is a critical part of security. Many beginners do not understand the importance until something wrong happens such as getting hacked or losing data for any reasons.

2. WordPress by default uses PHP (mail) function that generally comes in Spam folder or sometime never due to hosting issue. It's much better to have professional solution such as allowing user to integrate 3rd-party SMTP services.
