Tag is always alphabetical order on Backend Office

Is this normal behavior of Tag I added a new tag on default post article - WP version 5.4.1
example: 1st I added "Jolly" and 2nd "AHoy" then after updating the post the tag became alphabetical ordered is this normal behavior or not? if it is normal how can I prevent the tag to position the order based on the tag I added?

Btw: Yes, this is the standard behaviour in core. It can be changed programmatically (like through theme or a plugin).

In my opinion this should remain plugin territory, as this ordering probably the the expected, there is no memory of in what order tags was added in the editor, and there are several other order by possibilities that would have to be presented as options somewhere.
