Multisite: Add missing options to the list of languages

Description

In a network install go to Settings > Network Settings and then scroll down to the "Language Settings" section. The option list of languages doesn't include all languages available at https://translate.wordpress.org/

For example, Oriya (Odia) and Malagasy can't be selected as the default language because they aren't in the list. These are the 2 languages I noticed but there may be more languages missing

Thanks for the report @henrywright , this needs to be reported on https://meta.trac.wordpress.org as this list is populated by the Translations API.

They are "missing" because the translations are not completed. Once everything is translated the dropdown will list them too.

By completed, do you mean 100% coverage of all of the text strings? If so there are many translations not completed yet they appear in the option list
