New Notifications Menu in the WordPress Dashboard

Description

There must be separate "Notifications" in the WP Dashboard that displays notifications related to Updates, Plugins, etc. This will not only improve the user experience but will also help developers in some way. Notifications are annoying and more plugins mean more problems. I know there's already a thread and discussion going on but I could not find it and hence opening a new ticket. Kindly merge this one to the existing one if this is the same idea.
