Hi!
Because you can access and edit the elements without the icons, I don't think this is something that needs to be prioritized.
Setting left
to 80px is not going to work because the length of the site title and tagline is not always the same. You may end up with the icon in the middle of the text.
It also needs to be tested on RTL languages.

Yes, I think you are right need to change the LtR(Left to Right) End of the sentence Customise option.
I'm Looking for the future to resolve the issue

This is difficult to reproduce with certainty without the original issue description with the media.
Steps to reproduce
On mobile or on mobile preview in browser tools:
1) Activate Twenty Twenty-One
2) Open the Customizer
3) Select "Preview"
4) Look for the circular buttons with blue background and a pen icon.
Test results
On WordPress 6.0:
The icon that is intended to be next to the site title, so that you can click on it to edit the title,
is covered below the "#customize-header-actions" toolbar.
