Description
On a page where reusable blocks are used, I do not want to save the changes made to the reusable blocks, and when I am scheduling the page, the page is not saved. Scheduling button not functional.

It looks like you're running into a similar problem described in this issue here: https://github.com/WordPress/gutenberg/issues/28295 I commented there to make sure your feedback is noted. Multi-entity saving (for example: saving content and saving reusable block changes) is getting more complex and there's a discussion around how to improve the saving experience in general to make it more robust and intuitive that might be of interest: https://github.com/WordPress/gutenberg/issues/29577
