Uploading files is broken in WordPress since version 5.6

My particular setup:

IIS + PHP 7.3 + WordPress Multisite

Upgrading from 5.5.x to 5.6.x or 5.7.x breaks uploading files.

This is not a server misconfiguration, dowgrading to 5.5.x fixes the problem straight away.
