more appropriate messge for choosing categories

Description

When Editing a post, the category box has message "Separate multiple categories with commas". That is a wrong message. It should be something like "Select from the following categories".

That label goes with the text box above it. Maybe your patch could instead make that connection more obvious.

The new UI design will eliminate this issue. Hold off on tickets against admin UI since everything is in pieces right now.
